The 1925 City Directory lists Esther Kelly, the widow of Edward Kelly; Frank Kelly, a clerk on Long Wharf; and Joseph McCaffrey, a manager, as residents of 128 Washington.

The 1925 Bromley Atlas shows R.M. Kelly as the owner of this house.

In 1930 this house was owned by Esther Kelly, a 50-year old widow. Esther lived in 128 Washington with her 30-year old daughter Rita, a clerk in an insurance office; 25-year old son Frank, a shipper for an oil company; 23-year old son Edward, a foreman; 64-year old father-in-law Charles Kelly, a Boston Police officer; and 58-year old Frances Donovan, a lodger from Maine who worked as a public school teacher. 130 Washington was rented for $60 a month by Thomas Kennedy, a 58-year old house painter from Italy. Thomas lived with his 22-year old daughter Carolyn, a secretary in a bank; 21-year old daughter Lillian, a bank teller for Beacon Trust; 18-year old son Thomas, a dental supply shipper; and 20-year old Jessica Herrell, a lodger who worked as a department store clerk. The building was valued at $18,000.
