19 Surrey Street is a single-family house that was designed by S.S. Eisenberg and built in 1923 for Frank Diliberto. This 2.5 story wood house rises 28 feet from a concrete foundation to a hipped roof covered with asphalt shingles. The original plans called for asbestos shingles, but were altered to use asphalt shingles during construction. The cost of construction was $12,000.

In 1923 the owner entered into a party wall agreement with a neighboring lot for a garage. The 2-car brick garage was built the same year, rising from a stone foundation to a flat tar and gravel roof.

The 1925 City Directory lists Frank Diliberto, a partner in Frank Diliberto & Brothers, as a resident of this house.

The 1925 Bromley Atlas shows S. Diliberto as the owner of this house.

The 1930 Census lists the owner of this house as Frank Diliberto, a 49-year old plasterer from Italy. Frank lived with his 42-year old wife Salvatora (born in Italy); and their three children: 22-year old Charles; 20-year old Frances, a dressmaker; and 18-year old Josephine, a bookkeeper for a railroad. The building was valued at $6,000.

By 1976 the house was owned by Richard Kelley.

By 1996 the house was owned by Robert McLaughlin.

In 1996 the house was reroofed with asphalt shingles.
